Nigeria’s Metering Rate Rises to 56% in October 2025, NERC Reports
Nigeria’s national electricity metering rate has climbed to 56.07% as of October 2025, reflecting steady progress in reducing the long-standing metering gap across the country.
This update comes from the latest Metering Factsheet released by the Nigerian Electricity Regulatory Commission (NERC).
Steady Month-on-Month Growth
According to NERC’s September–October 2025 data, the nation recorded 12.03 million active electricity customers in September, with 6.66 million metered.
A total of 80,943 new meters were installed that month, pushing the national metering rate to 55.37%.
By October 2025, active customers grew slightly to 12.07 million, out of which 6.77 million were metered.
NERC confirmed that 106,822 additional customers received meters in October, raising the metering rate to 56.07% — a notable acceleration compared to September’s rollout.
DisCo-by-DisCo Performance
The updated factsheet highlights uneven performance across the 11 electricity distribution companies:

Aba Power Distribution Company recorded one of the biggest jumps, moving from 69.49% in September to 78.20% in October.

Eko DisCo and Ikeja Electric continued to lead the country with metering rates above 84%.

Abuja and Ibadan DisCos also showed steady improvement due to better metering strategies and enhanced customer onboarding.
However, Enugu, Jos, Kaduna, Kano, and Yola DisCos still recorded metering rates below 50%, prompting NERC to call for faster deployment to prevent the gap from widening.
NERC: Transparency and Customer Confidence Are Key
NERC stated that the publication of the monthly metering factsheet is part of its commitment to transparency and ensuring that electricity consumers remain informed about progress in the sector.
Earlier, NERC had reported an increase in active customers across all DisCos from 11.89 million in July to 11.96 million in August 2025.
The Commission added that the improved metering results reflect ongoing reforms and investment by DisCos aimed at improving billing transparency and consumer trust.
Billing Efficiency and Metering Framework Breakdown
For September 2025, DisCos achieved 86% billing efficiency.
They received energy valued at ₦279.45 billion, out of which ₦241.54 billion was successfully billed to customers.
NERC’s Q2 2025 report also breaks down the metering frameworks as follows:

147,823 meters (65.52%) installed under the Meter Asset Provider (MAP) framework

65,315 meters deployed through the Meter Acquisition Fund (MAF) scheme

12,259 meters installed under the Vendor-Financed framework

234 meters through the DisCo-Financed model
Despite the improvements, NERC noted that as of June 2025, only 6,422,933 out of 11,821,194 active customers in the Nigerian Electricity Supply Industry had been metered.
