Nigeria Must Boost Oil Production Alongside Refining to Unlock Energy Potential – Lokpobiri
HOUSTON, TEXAS — Nigeria’s Minister of State for Petroleum Resources, Senator Heineken Lokpobiri, has underscored the critical need to scale up crude oil production in tandem with expanding domestic refining capacity, as part of a broader strategy to drive energy security and economic transformation.
Speaking at a Luncheon and Panel Session during the 2025 Offshore Technology Conference (OTC) in Houston, Texas, Lokpobiri emphasized that refining alone cannot deliver sustainable results for Nigeria’s oil and gas sector.
“To truly reap the benefits of our abundant oil and gas resources, we must continue to build on our refining capacity by supporting local refineries and enabling upstream companies to expand production,” the Minister said. “Increased production is the bedrock upon which effective refining, sustainable exports, and domestic energy security are built.”
Lokpobiri pointed out that a dual-track approach—simultaneously strengthening refining and boosting upstream output—will generate jobs, retain value within the country, and enhance economic resilience.
He also cited recent policy reforms under the administration of President Bola Ahmed Tinubu, including tax incentives and executive orders, which have revitalized investor confidence and improved the business environment.
“The Federal Government has introduced supportive policies that are already attracting new investment. I encourage all stakeholders to seize this opportunity and actively participate in shaping the future of Nigeria’s energy sector,” he added.
